Can I change a setting to allow one of my exchange 2003 users to send an email to 4000 users ? This email would be sent not to internal users but to external users.

Hi, By default, the limit number of recipients per message is 64000 which is configured in SMTP Virtual Server. To restriction the recipients, you should create one a new SMTP VS, limit the number as 4000, then create a SMTP Connector and set the new SMTP VS as Local Brideghead, and allow only the special user can send the email via this SMTP connector under Delivery Restrictions.
